Vision

“A model Grama Panchayat that ensures sustainable development, social justice, and people’s participation, creating a safe, equitable, and prosperous rural life for all sections of society.”

Based on a comprehensive evaluation of 25 years of People’s Planning initiatives, we are formulating a development approach with the next 10 years in mind. Resource mobilization is envisioned not only through the plan funds allocated to the Grama Panchayat, but also by integrating financial assistance from the Block and District Panchayats, State and Central Government schemes, MP and MLA asset development funds, resources generated through employment guarantee schemes, as well as financial participation from banks, cooperative institutions, individuals, and organizations.

The Panchayat especially aims to implement comprehensive and model initiatives in areas such as biodegradable and non-biodegradable waste management, employment generation for educated youth, housing for all, agriculture, drinking water, gender justice, social justice, and environmental protection. We envision a Panchayat that is free from fallow land, homelessness, and drinking water scarcity; a Panchayat that ensures social security and women’s safety; where all public schools become centers of excellence; where healthcare services are advanced; where waste is transformed into wealth through effective waste management; a child-friendly Panchayat; an eco-friendly Panchayat; and a Panchayat without unemployment.

We will achieve our goals by effectively utilizing the directions, technical support, and opportunities provided by the Kerala Government missions such as Haritha Keralam, LIFE, Aardram, and Public Education Protection Mission. Through the Fourteenth Five-Year Plan, the Panchayat aims to set exemplary standards in biodegradable and non-biodegradable waste management. The Haritha Karma Sena formed for collecting non-biodegradable waste from households, the Material Collection Facility (MCF) established for transferring such waste to the Clean Kerala Mission, the large-scale “Poomuttam” project aimed at beautifying the Panchayat, and the comprehensive sanitation initiatives are all important milestones in this sector.

Continuous efforts are required to provide livable houses for all homeless people. It is noteworthy that 20 cents of land have been made available for house construction, and land has also been contributed for Anganwadis and playgrounds. During this plan period, initiatives are being launched to ensure employment opportunities for at least 5 people out of every 1000 population in the Panchayat. The project also envisions establishing employment centers with the goal of achieving a “Work Near Home” model and providing interest subsidies on bank loans for entrepreneurs.

Major projects are being initiated, including modern facilities for the Panchayat office, land and buildings for all Anganwadis in the Panchayat, playgrounds in every ward, fitness centers at ward centers, beautification of roads, doorstep screening systems for lifestyle diseases, availability of doctors in all health centers for at least three days a week, and health camps at ward centers.

Our goal is to transform the Panchayat office into a model institution that delivers transparent and efficient services. The Grama Panchayat office will be equipped with advanced facilities to ensure rapid communication and service delivery to people and institutions within minutes. Service rights and information rights will be implemented accurately, completely, and efficiently. Necessary systems will be completed to achieve the service objectives of transferred institutions. Through Total Quality Management, our Panchayat has already succeeded in obtaining ISO certification.

A welfare fund will be formed with the participation of the public and individuals to organize relief activities and other emergency programs during critical and special situations. Scientific reforms will be introduced in the Panchayat’s own revenue generation mechanisms to eliminate leakages and double the current income. A detailed master plan will enable the establishment of a fully equipped new office complex within this plan period itself. Master plans will also be prepared for the development of transferred institutions, and activities will be completed accordingly.
